cat d5c steering problem

I have a cat D5C 1993 dozer and have a steering problem. It seems that neither of the steering clutches are releaseing properly and most of the steering is being done by the brakes. I checked the pressure at each of the steering clutch clyinders and it reads 220psi. I understand the pressure needs to be at least 320psi. What should i check next to try to fix the problem? Thank You.

Don, the small bearings on the end of the steering valve spools that the cam works on have collapsed. Remove the valves, take them apart, pull the pin out of the front section that prevents the spool from rotating. Turn the spool 90 deg and pound out the pin. You might want to replace the seals in the valve at this time.
