Hyster H60H forklift won't move

I've got a 1978 hyster forklift that won't move. The tag says it's an H60H. It has a "monotrol" pedal to shift foreward and reverse on the same pedal as the throttle. For a while, when I started it up cold, it would hesitate for several seconds before going into gear, but now it won't go into gear at all. The best I can tell, the hydraulic oil is also for the transmission- there are several lines going from the transmission to the hydraulic tank, and I can't find any dipstick or plug on the transmission itself. There's oil in the hydraulic reservior and the mast and steering work fine. I took that monotrol pedal off- there's a little hydraulic valve in the bottom of the pedal bracket with three lines going to it. I couldn't see anything wrong with the valve- nothing stuck or plugged up, but little if any oil came out of any of those lines when I removed them from the pedal valve. I'm thinking that maybe I don't have transmission pressure for some reason. Does anybody have any advice on where and how to check pressure? Also, does the transmission have a separate filter, and if so, where is it located? I'm also going to check the park brake switch and the cutout solenoid, but I'm leaning toward lack of transmission pressure because of how it would hesitate before it quit working. Thanks for any advice.

The lock up clutches in the planetry drive probably have blown seals. These are like pistons which pack the clutch plate packs together for either forward or reverse action of the planetary packs.
Expensive to repair!
