JD 2010 6 Way Blade - Angle not holding

I just started working a JD 2010 that I recently purchased. It has a six way blade. I noticed that when I am working it the angle doesn't hold well. If I has more of a load on the left side, the blade angles left. I just put the machine back together and had the angle cylinders apart to replace rod seals. The piston seal looked good at that time. I had all the hoses and valves off as well, so there is probably still some air in the system. Any ideas as to why the angle is not holding? Cylinders or Valves or just air in the system?

If it pops back without a load it is air. If it doesn't its most likely spool assembly if the rod packing looked good.
