FL14B won't turn left

Looking for help on my Fiat Allis FL14B. I have rebuilt the disributor valve & brake assist boosters, but when the pedal is depressed it does not lock out and stop the track. what do I need to look for next?

The steering valves on a FA are sensetive if not set up properly they wont send oil to steering clutch. there should be a pipe plug on each side of the valve going to the steering clutch. Put a guage in the port and see if you have pressure 200 to 500 psi I think. if you have low pressure it is either the valve or the seals are gone out of the steering clutch piston. if the seals are bad it normally means the bearings are loose or bad. Billy you are not giving enough info.
Is oil pressure getting to the piston?
Do you feel the tractor slow down when you step on pedal?
Does it even try to turn, can you feel anything?
Do you hear any odd or funny sounds?
Do have power to the right side? No power to the right side will not let it turn.
Is the linkage adjusted correctly?
Is this the reason you did the work on the valve & boosters?
Anything else you can add to this.
Yes, odd questions, but all can be relataed to your problem.

Right side works great, can feel hyd. kick in when pedal is depressed. Left side tries to slow the tractor down but never kicks in. Sometimes feels like it's slowing both sides. If I stomp on the pedal hard sometimes it will lock out and stop the left track temporarily. Don't have a gauge yet so can't check pressures.
