Bobcat 773 fan belt pulley

I have an older 773C with a Kubota engine. I have this clakking noise at low RPM and it looked like it was coming from the Pulley that provides tension? for the fan belt. The bolt for the Pulley was very long and was hitting a portrusion on the engine. I shortened the bolt but I still have some noise which now seems to come from the fan. My question is if the bolt was supposed to be that long ? It helped a bit with the noise but the pulley now jumps a lot ?
I can not find anything in the service manual on the Fan belt. I checked the drive belt and it looks good.

The bolt is somewhat too long from the factory for whatever reason, but if the tensioner got down to where it is clanking on the belt drive housing, a new belt is needed, that should pull the tensioner back up where it's supposed to be, spin the fan with your hand while the belt is off and see if there is any noise in the fan, pay attention to the amount of backlash it has (how far can you move the pulley in both directions till it starts turning the fan) I'm sure there is a spec. on this but I dont know what it is, probably no more than 1/8th of a round, also check the oil in the fan gearbox it uses gear oil 85w140.
