931 Catepillar Track Loader Steering Clutch Help

Hello everyone, I need your help ! When I back up and press the brake the the right track locks up, left side doesn't. When I'm driving forward and apply the brake the left side locks up, the right doesn't. I started having a problem when I couldn't get it to steer properly, when I push the left steering clutch it won"t steer on one side. Hopefully one of you has resolved this same problem and could share your resolution with me. Thank you so much !

First off what serial # is it and do you have wet or dry clutches?

Thanks for the response. The 931 track loader has a dry brake and the serial number is 78U1 & up. Since my last post I checked the lines to make sure they was clear, removed the cylinder and performed a test under pressure to make certain it was working. Under (air) pressure the rod coming from the cylinder worked. However, when installed on the track loader it doesn't work when I push the right brake/clutch. I can't figure out why the rod that comes from the cylinder doesn't work ( hit the yoke) when I push the right brake/clutch. Any idea's??
No signs of any leaks anywhere !! Checked springs all are fine.

Serial number is a must !!! Need those numbers so we can point you in the correct direction the first time .
