Case 450B - I'm baffled

Well, I got the head back from machine shop and everything checked out OK. New seats, one new valve, and general work. No leaks/cracks found. Still baffled by the 1/4" hole that comes from the water pump, through the head and goes into the block. Mine was completely sealed in the block with a gritty substance that appeared to be some type of block or radiator sealer as it chipped away on the very top of the block. So, I took a small drill bit to it and started drilling into it. I got in about 1/16" in and it appears to be metal. Drill bit is making very small progress. So, I stopped and put a magnet to what I had drilled out and yes, the shavings are magnetic. I am baffled. It drills easier than what I think metal should, but it is magnetic. Does this hole go straight down into the block? Should I keep drilling? Should I leave it alone and forget about it? I know it is there for a reason and I would like to fix it right. Any advice here is much appreciated. Also, #1 connecting rod is bent, I assume from where is was thrown out of the block. I am going to see if a machine shop can straighten it a little and balance it. It is not bad, but bad enough to cause very slight uneven wear in the rod bearing. Any thoughts here?
I was surprised and pleased to find that the crank looks good from what little I know. The rod bearings are standard and all but #1 look to be worn very evenly. Number 1 has a small outward groove on the crank journal. It lines up with the oil groove so I suspect that something came in and scored itself to the journal. I have some fine crocus that I will use to try to polish it out. How hard are the sleeves supposed to be to pull? I made a puller using 3/4" fine allthread and it is not doing much. I pulled #1 about 1/16" and #2 is not moving. I would not have suspected it to be this hard. Should I get the puller good and snug and then pop it lightly from below to help it out? Any tips here would be appreciated. I will not try the welding trick as I can not afford to mess up anything that is not already messed up.

Just a note on these CASE 4 bangers dont be surprised to find liner to block cavation,if too severe a machine shop can cut block and install sleeves,for me anyways its been cheaper than getting a block,with an added note dont use petroleum based products on the liner orings upon installation/get some liner soap in a pinch dish soap works,just a tid bit of info.

Those are wet sleeves , they don't pull that
hard. Make sure your puller (lower plate ) is not
on something that it shouldn't be. Also be sure the top part of puller is not on the flange. Forget the welding , that idea is for dry sleeves not wet sleeves. I think frank is right , it is a bypass.

That pipe is known as the by-pass, its to let air out of the pump when you are filling up,it should be clear but I would lose no sleep if it wasn"t

the pump is used on a lot of models maybe your block doesnt use it like frank says dont worry about it.if you have a bent rod trash it and get another one.if your crank is worn you know it has to be cut or shimed.starting to get into money.if your puller is not binding crank it up and tap continually with a hammer.pull evenly or it could bind.juice up with rust juice.if you have to tap it back in once juiced up.see if that works.
