swing valve hard to move on 555B

The swing lever on my Ford 555B is hard to move initially in either direction. Once force is applied to move the lever, you can release it and move in that direction freely. When going the other way you encounter the same problem. It"s like it"s sticking in the middle.

I checked the linkage and that doesn"t seem to be the problem. I just bought it and was hoping the linkage to be the problem. Any ideas or suggestions are appreciated.

After taking the sheet metal off for a closer look, it turns out the swivel shaft the lever is mounted on was binding in the mount.
