IH500 dozer hydraulic question, where to fill the

I have an IH500 dozer with the 4 cylinder diesel engine that I just bought last year. I was told by the former owner that the hydraulics take on water while the machine sits over the winter months. I used the machine ok last summer and just now got it out to use this year. After running it a few minutes to get it out of the barn I let it sit a couple days, and then today pulled the drain plug under the trans. I drained out probably 2 gallons of water and then another 3 gallons of milky oil. There was still some oil in the system when I put the drain plug back in but not much. I then put 5 gallons of new oil in through the fill port next to the transmission gear shifter lever. Problem is after starting the machine it goes into gear fine and has good converter pressure but has little or no hydraulics. The pump is making noise and the cylinders are chattering or not moving at all like I have no oil. I looked in the fill port I used and the oil still is full and there is no action in there when running the engine or pulling levers. I cracked a cylinder fitting loose and got some milky oil when pulling the lever so it looks like the pump is working ok. I removed the spin on filter which is located under the left pedal and it seemed to have little or no oil in it also. Did I use the correct fill port? If not does anyone know where to fill the system? I thought the former owner said to fill it where I did but I would think if the system was really full it wouldnt take on so much condensation and maybe there is another place to fill it. Thanks for any help!

found it, or looks like I did. Removed the seat and found another fill plug, and the return for the blade controls goes into that tank, and yes that tank is basically empty. So looks like the blade has a separate hydraulic system than the trans converter, I didnt know this since I have no manuals. I will fill it tomorrow and go from there. Hopefully filling to the top will take care of the condensation problem.

I filled up the resiviour under the seat on my IH500 dozer and I still have little to no hydraulics. Is there a pumping screen or something I can check for blockage? Maybe the watery oil that was in the system has sludged up something?
