John Deere 420C - Dozer Blade Won't Stay Up

I have a '56 John Deere 420C, with a No. 62 dozer blade. The blade tends to drop down when in the up position. Does this sound more like a cylinder or control value issue? Any suggestions of how to isolate and troubleshoot the problem? Thanks.

Lift the blade up and hold it with a jack or something. Remove both hoses from the cylinder and put plugs in. Take the jack out from under the blade, and see if it settles. If it does, it is the cylinder, if it does not, it is the valve.

When mine wouldn't stay up I found the ripped cup in the cylinder by the gurgling sound it made as the blade sunk down. I emptied an old style oil can, held the tip on the cylinder and the bottom against my ear.
