Caterpillar injection problem?

Probably the wrong forum but...

I have a Cat 3208 diesel with low miles. Runs great at idle, but after warming it up, if I rev it up high for a few seconds, when it returns to idle it runs very rough. If I shut it off and restart, it idles well. I checked the valve clearance and next I'll change the fuel filter. I'm hoping fuel starvation, but has anyone heard of similar symptoms?

I wonder if the Governor Flyweight's legs and the thrust washer they contact are worn. That will make rough governing of speeds. Your low mile engine may be a exchange with the the original fuel system. No need for an exch pump and governor just have a competent mechanic change the flyweights, thrust washer and governor spring. Then reset high idle.
