There is a regulator under the left side close to the middle. Find Three large bolt heads and next to them is a pipe plug. Use an allen wrench to remove it. Under the plug is a regulator. Turn it out about a half turn at a time with a regular screw drilver. This should help.

450 with the HL-R is a totally different setup than the 350. With your 350C, the pump that powers the reverser also powers the steering clutches. If the pump had been bad, the steering clutches would have slipped before the reverser. As far as the problem you described, it is a very common problem potentially caused by many things. Did you check clutch pressure before taking it apart? Did you make sure there isn't dirt stuck in the foot-pedal control valve linkage, or is the return spring stretched? Did you open up the rate-of-shift valve?

Have similar symptons with my JD 450. My adviser (a real mechanic)will be helping me remove engine to replace clutches in HLR transmission. His prior experience says clutches are problem. Good Luck jim
