Allis-Chalmers HD15 Steering problem - Please Help

I just replaced the control shaft seals in the steering clutch control valve housing on my 1955 Allis-Chalmers HD15A dozer. The steering worked fine before I replaced the seals, but the seals leaked oil really bad, so I had no other choice but to replace them.

Since I put the machine back together, when I pull on either of the steering levers, the lever(s) stick in the down (or actuated) position and will not release until I shut off the machine – and then they pop back to the neutral position as they should. I’ve tried bleeding the control valve housing and some air comes out, but I don’t know what else to do or look for. There doesn’t seem to be any linkage binding and the oils are up to the proper levels.

I’m hoping someone can point me in the right direction.

We lost about 1 gal of oil out of the control valve body when we pulled the shafts, but we put new oil in the reservoir and assumed it would work it's way through the system by working the levers and bleeding the system. We think the problem is related to air in the system.

Hector, I can't steer it that way. We moved it a little just to try and level it up. Another man suggested that we re-adjust the steering linkage. We think that may be the ticket, since the rod may be moving too far. We tried to hold the brake down while the dozer was moving slowly and pulling the steering lever back slowly until it activated the throw out bearing on the steering clutches. It spiked right around when we reached the proper position and if we continued to pull the steering lever further, the lever bound up. We're going to readjust the linkage according to the specs. Thanks for your thoughts!
