dual fuel tanks stopped sucking from secondary tan

My truck has dual fuel tanks.
I replaced the gasket on the filler cap of the secondary tank because it was cut in half, how I don't know.
Ever since then the fuel will not suck from that secondary tank to the primary fuel tank which has the fuel pump.
Checked all fittings and the hose, fuel flows out of them.
Any suggestions on what may be the problem?

Could the old gasket origionally have had a vent groove in it and eventualy split in that spot. Is it possible someone could have put an unvented cap on the tank and cut the gasket to allow it to vent.Reason I say that is it sounds like the new seal has completely sealed the tank or sealed it enough the pump is sucking faster than air can get in, causing a vacuum to form. This would prevent the fuel from going to the other tank. If you pull the line off your normally gonna get a little bit of fuel out. Depending on how the line exits the tank it's possible it't actually venting through the line or simply venting the line allowing the fuel in it to flow out. If all you've done is replace a gasket this is the only type of problem I can think of. I'd leave the cap loose or cut the gasket again and see if the problem goes away of if you still have a problem. Good luck.
