There is a few things that can cause your problem, first off you need to have the shuttle box filled with oil,the level is checked with the engine running on low idle,it fills very slow, with the oil level correct and still no joy stop the engine and go under the machine, have a second person in the seat to move the forward/reverse lever,if that is moving the lever where it connects to the valve at the box ok get the other person to press on the nudge pedal, you will see a lever push the centre of the valve in,at that contact point there should be.010" clearance between the lever and the head of the bolt on the valve when the pedal is not pressed,if not loosen the locknut and screw the bolt in till you have the clearance, make sure that the valve returns out fully each time it is pushed in,that is the only adjustment that can be made on that box, that all been well the most common thing to fail is a dish shaped steel disk that is called a "Belelville Spring" in the forward clutch pack, the only way to do anything with the shuttle is remove it from the machine, you did not say what type shuttle you have,I am taking it that it is a Borg Warner for that year,if you got a JCB (ZF) it would be electric F/R with a short yellow lever for the change, apart from the oil none of the above would apply,The Borg Warner has a small sump on the bottom that can be removed to clean the suction screen inside, see what you got.
