D-6 Cat injector pump problem?

Just got done helping a friend rebuild the engine on his D-6. Dont know the year but its an older machine. New pistons, rings, sleeves, bearings, head re-built, crank turned, etc. It runs great after we get it started, but it doesn't want to start on its own. It turns over very well, the starter is new. It has extremely good compression, holds 70 psi oil pressure. It seems that the injectors sren't supplying fuel at start up---it spins and spins but hardly any smoke out of it at any throttle position--so i would think its not getting fuel, or it would smoke if it was---right? It finally starts catching up and eventually starts ---then runs great. How can I check to see if the injectors/pump are delivering enough fuel at startup? Can it be out of time and injecting too early or too late? Hate the thought of using ether on a new engine. Didnt do anything to the injector pump. Any help is greatly appreciated.
Thanks, Rod

More info for you BOB--Its D6-C the serial no. on the dozer and engine block is 74A1163. The group # on the injector pump is 2M4050 I think the 050 is correct the tag is a little scratched up.

Rod you could have got the pump out of time if you had the front gears apart, camshaft out. There is a fixture to bolt on where the pump mounts and set the offset tang while the engine is on TDC#1 compression stroke, get #6 valves rocking and pointer to #1&6 on the flywheel. This is a lot of work but I don't want you to run it out of time and melt down the pistons. Then put a gauge in the fuel filter and make sure you have 30 Psi when running. There is a relief valve on the transfer pump, may have a weak spring or bad plunger or dirt under the plunger.

Got it going today. The relief valve rubber washer was bad in the transfer pump. Also was pretty dirty in there. There wasn't hardly any fuel pressure when turning over the engine before. After cleaning the transfer pump and replacing the relief valve it shoots diesel over the tracks when turning over with the lines off. Starts right up!! Thanks Bob.

Should be a check valve in the fuel line some where in the vicinity of the fuel filters or sediment bowl.It might be stuck open or bad allowing fuel to drain away from the injection pump.Try pumping up the fuel with the primer pump before starting it the next time. If it starts up quickly, you are losing prime. This is assuming the glowplugs are working properly.
