Serial number tags

I'm wondering if anyone knows if it is Legal to take a serial number tag off of one machine and put it on another or to sell a serial number tag?? Is this Legal or a Felony?? To me it seems like Fraud. Looking to see if anyone has any input on this. It just seems to me if a manufacture puts a serial number on that machine and serial numbers are used to identity stolen equipment that it would be against the law to remove one.

It's Fraud!
The serial number goes with the original chasis, period.
The good part is that fraud only comes in if you transfer the machine. You can keep it but you can not ever get rid of it.
You can never sell a VIN Tag without selling the chasis too.
