Put the cover back down and note the position of the throttle lever on the spindle and mark it,undo the nut and take the lever and any spring off,lift the cover up and push the spindle in through the cover,take the cover out of the way,note the position of the spring attached to the spindle lever and the D shaped plate mark them,its most important to put them back in the same place,do not stretch the spring either,unhook the spring and take the peg from the plate,you now see the other spring,push the plate back and see if the spring moves what its connected to,thats the metering valve,and should move freely,to remove it you remove the plate over it,take the valve out and see if there is anything blocking the spiral groove,drain the pump,take the plate off the side,blow air down the valve hole,have the pump covered with cloth to save yourself from getting soaked in diesel,clean any rust from the valve with fine emery paper,clean it and put everything back,the gasket is a sob to keep in place,glue it to the top cover,the trouble is now you can"t test it without putting it back on so good luck.
