JD 2010 HLR transmission Low range

Im working on a 2010 dozer with the HLR transmission , Reverse and High forwards work fine, but low will not engage,I took the stop block off and moved the lever as far forward as i could and it still wont go into low. The manual shows how to adjust the trans brake and shifting adjustment. Is there any other reason that low won't work. Trans oil level is full.
Maybe a plugged oil port or filter? Machine was sitting a long time with motor out when i got it, i put motor back together and in dozer myself, but dont know much about prior trans condition, If i had to guess, i would say minimal at best, maintenance was done.

I haven't worked on a 2010 transmission but, If it's anything like a 450 HLR, there is no trans brake. There are 3 clutchpacks.Is there any pressure on the guage in low ? If not , probably has sealing ring or clutchpack problem..
