It sounds like th seal on shaft of trans pump. you will need to remove both pumps to replace it. be sure to check the pump shaft for a wear ring you may need to abrade it with fine emery cloth
E mail me adn I wil scan you the parts pook page and the service manual page yo need: rplumadore@comcast.net

Mac, check the suction screen on the steering pump. It is beside where the large line off of the steering pump mounts to the steering clutch case. There is a round cover with two flats cut on it. The screen is under the cover. If it gets clogged the steering pump will suck oil from the trans pump at the shaft seal and transfer trans oil into the stering clutch case.

BOB, I CLEANED THE SCREEN FOR THE STEERING CLUTCH PUMP. IT HAD SOME LINING MATERIAL BUT DID NOT LOOK LIKE ENOUGH TO BE CLOGGED. I GOT THE OIL LEVELS BACK TO THE FULL LINES AND RAN THE MACHINE FOR ABOUT 25 MINUTES AND
TRANS. STARTED SLIPPING. CHECKED LEVELS AND THEY WERE BACK TO THE SAME. TRANS OFF THE STICK AND STEERING CLUTCHES OVER FULL. DO YOU THINK THE SEAL ON THE STEERING CLUTCH PUMP COULD HAVE CAME OUT OR FAILED? THANKS FOR ANY IDEAS YOU GUYS COME UP WITH AHEAD OF TIME.

I think I would take the pumps out and have a look at them Mike. It may be the lip seal on the back of the trans pump shaft. Have a good look at the both pumps too. Not wanting to scare you but they can wear each other out because of the way they drive. The back of the trans pump and the front of the steering pump have mating tangs. If the tangs get worn the drive forces them apart and they wear the side plates and drive gears of both pumps. Another thing to watch out for is wear on the splines of the gear that drives the trans and hyd pump. The trans pump has a short spline and the driving force causes the splines in the gear to wear, check for a worn step in the end of the splines. If you install a new pump into the splines that have wear it can ruin the new pump in a day by pushing the driven gear back into the side plate. If the drive gear is worn it can be turned around the other way but you have to remove the hyd pump to get it out. Just make sure if you do turn it around it hasn't been turned already(wear on both ends). I got into it a bit deep now but want you to know what to look for and not ruin new parts.
