Phil, first off take all the linkage off. Clean up the threads and lube them so you can adjust the rod ends. Once freed up put them back to the same length as you found them. Then make sure the levers in the Dog Houses on the steering clutch covers move freely. If not take them off and free them up and lubricate them too. It would be more help if you could come back with an app. serial# and a bit more detail of what is happening when you try to steer. Does the peddal move at all? Does the machine steer but very hard? Does the machine want to stop when you try to steer?

Okay Phil, if the other side works good you have enough pressure to steer. It uses trans oil pressure. Have you tried to adjust the brakes? If the machine stops when you try to turn they are likely okay if not they likely need adjusting up a bit. There are two covers about 3"x 1.5" held on by two 3/8" bolts(9/16 heads) Take them off and adjust the brakes up a bit. Come on back with what you find.
