Well this is a new problem usually people cant get the brakes to unlock (LOL). Most likely someone in the past has had brake release problems and have taken all the parts out that apply the brakes to get it to move again. Its done electrically with a solenoid (among other things) under the seat, and they do give a bit of trouble from time to time, sometimes it is a bear to fix, searching for an electrical problem on a Bobcat is not my favorite thing to do. I doubt if your pump is going out, likely what is needed is a steering neutral adjustment. Drive pumps on all skid steers whine and the problem, of course gets worse with age. As long as you cant tell the machine drive getting weaker or getting slower as it warms up you dont have a pump problem. Alot of the 863's used servo steering which is not a bad thing just a little more aggrivating about keeping the steering centered so it doesn't creep, which is what your describing it's doing at start-up. Find someone to adjust your steering, run it and enjoy a tough well built machine, it is the machine I would purchase were I to find myself not able to do without one.
