what does the foot pedals do ,and are they tied together ,when you press one the other goes down to,,what does the hand levers do? thanks

Left Foot is the clutch Right Foot is the brake and you can latch it for parking Left lever is for turning left and the right is for turning right. And if you have a pto you can pull back both levers at the same time and stop moving but still keep the pto running.

As far as both moving they are mounted on a common cross shaft and if lubed up and free to turn and they have the return springs hooked up they should move independant of each other. I'd guess yours may just be gummed up from sitting ?

The brake/clutch freeze up is a common problem. I spray PB Blaster onto the shaft on the left side where it comes out of the housing and work them until the come free. I spray that area regularly and that keeps them free.
