International T6 Steering clutches

Need some help or advice with steering clutches on a 1960 T6 Crawler. I have adjusted them as much as I could and when I pulled the cluch back I get a little response but that is short lived and its back to using the brakes. I have tried adusting them even more by doing what the manual says (slipping the levers)but that made things worse and was very confusing (i.e. left side slip clockwise, seems it should be CC) How big a pain is it to rebuild these clutches and where can I get parts that wont put me in the poor house.

HI You need between 2 and4 inchs free movement on your cluch lever.
