JD 450 Steering Clutches/Brake Pedal

The brake pedal on my 450 was stuck down or in the depressed position for a long time and is stuck there. I pulled the pedal up but it falls back down slowly. What will this do to cause my 450 not to steering left or right?

Since my steering clutches are not working, I was wondering if I could remove the drain plugs from the housing and pressure wash in and around the steering clutches. Then replace plugs and fill that area up with something like PB Blaster to free up the clutches if they are rusted together. I dont plan on tearing into this machine until after winter but I am trying to think of simple things to try until the spring.

Just plan on taking it apart...Any pressure washing will only take care of loose material , byproduct of slipping the clutches...Blaster will only gum stuff up and won't get into the disks and plates..Not that Blaster will do any good at all there...When you take it apart , use neverseize on all moving linkages and shafts..Everything else is to be DRY..

I guess I"ll wait. The power steering reservoir was empty when I got this machine. I have since filled it. Do the cylinders have to be bled for them to work properly? If so, how and/or where do I do that?
