The liner protrusion spec's are .0010 to .0040 above the deck surface with no packing rings on the sleeve. Rod bolt torque is 65 ft lbs oiled. Mains are 85 ft lbs dry. Head bolt torque is 110 ft lb, dry taken up in three steps. Valve tappet clearance is .018 exhaust and .014 intake. If the puller fails to remove those sleeves you can weld them out. Run several beads from top to bottom on the inside of the sleeve. The welds and heat contract the sleeve and it will slip right out.

Liners on a C series slip in by hand when clean. So your's must be pretty rusted/corroded. All else fails, use a sleeve-puller. I done a few just by putting a bottle-jack underneath. But, I've also had a few that the entire crawler went up in the air and the sleeves would not pop out.
