Stuck steering clutches

Can anyone give me some advice on freeing up the steering clutches on a TD6 dozer,I have cleaned out the cavitys on both sides,There is some rust buildup on the drums.I have tried adjusting them and still it won't turn. The steering brakes work,and it moves forward and backward just fine.If anyone can give me some help here I would appreciate it very much.If theres anything I can do to free them up I would love to try,Before I have them pulled to lessen the cost of the repair.

Do yourself a favor and just tear it down and clean or replace the discs. Chances are even if they free up if they have been stuck awhile all the rust and debre will just help it stop driving. I never have had any luck with frozen steering clutches and always found it best in the long run to just take them apart. If you need parts email me
