201 ford cracked cylinder.

I have a 201 diesel out of a 555a. The block has been previously sleeved, and #1 cylinder has developed a crack between the front of theblock and the injection pump area. It is actually in the cylinder wall behind the water jacket. The sleeve cracked just exactly like the block, and allowed compression to get into the water jacket. Does anyone think the sleeve cracked because maybe water got between the sleeve and the block and froze, or the sleeve cracked because of heat stress and the block already being cracked?? do ya all think it will crack again if I resleeve it and do nothing to the block? Instead of welding the crack and reboaring the cylinder for the sleeve, I was wondering if maybe I might get by with lightly grinding the crack out with a dremel tool and putting epoxy like jb weld in the crack right before I drop the liner in. I think that would give the sleeve a uniform foundation after the epoxy dried and seal the water jacket.any opinions would be appriciated THanks!
