Under the seat , you will find a casting with 2 spool valves attached to the steering linkage..These spools control oil pressure to the steering clutches..I usually take off the 2 steel lines from that housing to the 90 degree fittings on the steering clutch housing..Install identical gauges [ 200 psi] on to the spool casting fittings..With the brake locked down , start the engine and read the gauges..Should be the same reading..If not , adjust the eyelet on the end of the spool till they're the same pressure [ maximum pressure]. Reconnect the steel tubes , and try it..If it still doesnt drive that one side you might have to remove the steering clutch and look for a problem with the manifold and sealing rings..Somewhere in it's past life someone might have installed the clutch drum setscrew incorrectly and cut the hose that powers the clutch..This is kind of a touchy operation , installing the setscrew..You have to be in the groove of the top shaft of the final drive..A lot of technicians miss the groove and cause a lot of extra work for themselves..
