Cold weather operation, International 500c

I have an International 500C loader, when the temps. drop to the 20's the tractor's transmission will not engage. The hydraulics for the bucket works, but it acts like it's stuck in neutral. The transmission heat guage stays "pegged" on cold even after extended idle times, and even after tarping the tractor durring idling in an attempt to warm things up. Is there some trick I'm missing, the tractor has worked fine for previous owners under colder conditions, what should I look for if it's a mechanical problem?

..first of all I'm not too familiar with internationals...but i'm assuming its a hydraulically driven machine...torque converter and/or hydraulic clutches...have you checked to see what the oil looks like when its cold...?? Any evidence of moisture that may be freezing in the oil ?? Or does it get aerated when used ?? Which could indicate a leak in the suction side of the transmission pickup to the pump...With thick cold oil it would present itself as opposed to when the oil is warm and thinner ...

Thanks for the input Jonathan, the tractor does have a torque converter, and has a fluid powered power shift reverser, between the engine and transmission. Makes sense of moisture in the fluid that has locked something up. My only hope is to thaw it out, then dump the fluid, change the filters, then fill-up with fresh. Will check the lines servicing the charge pump for leaks also. As usual, a little p.m. might have saved a headache later on.
