No oil in filter when removed

I am servicing my case 450 crawler loader (diesel engine) and I removed the skid plate and clean up the engine bay. I removed the oil drain plug (the washer aroudn teh head of the plug was all eaten up - can I replace this with a regular "O-ring"?) and drained teh oil out.
When I went to remove the filter no oil fell out of the filter or where the filter screws on. Is this normal and if not, how do I correct?

Your crawler most likely has the 188 engine with the oil filter being on the right side of the engine laying horizontal. If your crawler has sitting for a few days I think it's going to be normar for this oil to drain back to the pan. As for the plug, I would stay away from the O-ring and go with the copper or fiber gasket as suggested earlier. I believe the pan and plug are designed to take a flat gasket, not a round o-ring.

How long has the machine sat without running?? Are you using the correct filter ?? Some filters have a check valve to keep oil from draining back to sump..Try using a Case New Holland filter once just for giggles...Take your drain plug to an auto parts store..Most have a selection of washers , copper , aluminum , fiber to fit most all drain plugs..

It was a case oil filter that i removed. The machine has been sitting for about four or five days I guess. this makes me wonder though if the motor is temporarily starved of oil on start up? I fixed the o ring easy enough and i just got all new filters today...should be rolling my lunch tomorrow.
