International TD15B trans question

Hello. I am new here. I just bought an International TD15B Serial #26205. UC is superb. The pins have no wear and the sprockets are in excellent shape. The idlers are good too. Every thing looks good. The cutting edge on the blade does not even look to be flipped yet.
I have a few questions,
What year is this machine?
Are these a good dozer?

My problem is that I am not getting any power to my tracks. Trans was checked and holding good preasure. I pulled the pilot valve(shifter valve) and cleaned it. The torque converter guage reads good. We opend it and checked it out and it looks good. Why would I not be getting good power to my tracks. It comes and goes. We pushed a D7 around the other day and it did fine. Then yesterday I put the blade down to grade some dirt and it would not even push it at all.
Any thoughts?

My book shows your machine as a 1971
Serial #25925 to #26474 = 1971

Your problem may be in your planetary steering.There should be a steering disc for each side. When these are held stationary, power is transmitted thru each planetary to the coresponding track, when the disc is released & allowed to rotate the planetary transmits no power. If the pads are worn & the disc is slipping, this could cause loss of, or low power output. I can't recall how the brake mechinism for the steering disc is controlled, but it may be in that circuit also.

One more thing, It does not have the power to turn itself. It gets really slow when turning. It acts like it just cant do it. It climbed right up on the lowboy the other day. but after that climbing a hill was a real task. Just real slugish. Runs great. just not much power at the tracks. Best way I can describe it is, like a car climbing a hill that has a clutch that is almost gone. thanks.
