It's actually amazing how long towed and motor scrapers have been used for mass excavation projects. I'd agree, conditions and or economics will dictacte a contractors choice of equipment, as production is key to it all. The cost to move a cubic yard most efficiently is the bottom line, that and soil conditions. My experience with them is limited, worked for 2 outfits pushing 627's and TS-14's with D8K's. Have run a few elevating ones too. Even from the seat, you can see it's all about the cubic yard moved, how fast and how much it costs to do same. Large outfit here in the U.S. McAninch uses towed scrapers behind D-11's, believe they also custom build and or fit those to the tractors. R Billings in the UK also uses towed scrapers behind D8K's, but soil conditions, overall yards to be moved, combined with cycle time efficiency and economics, must still make scrapers a logical choice for some jobs. Chief estimator for these big firms would be a good place to get the facts on using scrapers today.
