Fuel shutoff valve on ROOSER MASTER pump

I have a Case 580Ck (1970's model) with ROOSER MASTER fuel pump. It was running fine and then I left it sit for 3 weeks and now it turns over fine but it won't start. Have changed fuel filters, checked inlet scren at elbow, bled system. Have opened line at pump inlet and line flows good. Have also cracked lines at one of the injectors and cranked engine long time but not a drop of fuel flow there. The cable to and lever on fuel shutoff seem to work okay, but i've had people say the shutoff valve may be keeping fuel from entering pump. Does anyone know how do I get to valve or how to open up any clog or whatever may be cause? Thanks for any help, JIM

To get to the valve, you remove the top cover via three bolts. Here's a photo that gives a general idea. Photo is a Stanadyne rotary like your's but not off a 580CK. I assume you still have the manual shut off attached to a pull lever.

To remove the pump, you unbolt it and slide it out - the pump driveshaft stays attached to the engine.

Thanks jdemaris. I appreciate the pictures and the help. Could you tell me what I should do timing wise or anything else before removing the pump? I know the pump has a timing window on throttle side of pump. Thank you. Jim in Il

The metering valve is located inside the large rectangular cover that's held on with three screws. I HATE to tell you to muck around in there without more knowledge, or a manual, 'cause if you get it wrong, the engine can "run away" with NO governor or shutdown.

It seems unlikely the metering valve would have stuck in such a short time, UNLESS there's REALLY BAD fuel in it... water, etc.

Also, the pumping plungers can stick in the retracted position, if the fuel is gummy/crappy.

There is a housing pressure regulating valve/ fuel retunr fitting screwed into the rectangular pump cover I mentioned earlier. Remove the line AND the complete fitting/vavle and then crank the engine... does it try to start? Is there any fuel pumping out the return port?

Bob, I took off the return line AND the elbow fitting from top cover... all other lines left attached Cranked the engine and engine didn't want to start and no fuel pumping out, it just dribbled a few drops out of the hole in the cover.

Thanks, Bob. I haven't tried opening the return line yet --- good suggestion. I won't get to try anything until probably monday. If all this fails do you know how to remove pump? Does the pump just slide off the shaft after it is unbolted from the 3 studs or does the gear etc have to come off? Any help is appreciated. JIM
