We did a lot of those conversions late 50s alon about i956 or so.. When the thing was too jerky
there was a small fitting we put in the line at the valve with an orfice that cut the flow down and made it work mor like the operators wanted them to feel.

You sure the pump is working?,as I remember you had a small pump, reservoir, control valve, cylinder, oil under pressure entered the control valve, you pull the lever oil is forced to the respective clutch cylinder, the cylinder rod pushes the the clutch throw out and the clutch is disengaged, let the lever go and the oil is allowed to escape back,so the control valve is single acting,it has no hold position like a loader valve would have, the circuit did have a pressure relief valve, there were at least two types that I have come across, one type is at the link below its about the patent, there are two parts to it so click on next, you will need to download them and enlarge them.

Im sorry that I can't be much help, but have you done a "search" here in the little box above?

Try "Closed Hydraulic valve" and Open Hydraulic valve system and you will see a few posts from previous questions like your own.

Also try "adding on a backhoe". I found some this way who are asking your same question. Otherwise I am no help at all.!!!
