IH TD-9 steering clutches

I am thinking about buying a good running moving IH TD-9 with the Bucyrus Erie(spelling?) dozer blade on it, everything works good but it wont steer. Earlier this summer when it was parked it steered fine, I was just wondering how big of a job it is to get the steering clutches working again. I haven't ever really worked on a dozer before but I'm definitely not afraid to tear into one, was hoping someone on here could give me some insight. Thanks a lot.

You, might want to check an see if the steerig clutches are not just rusted. You can tell this by removing to the two clutch housing covers . These are located under the seat they are under the the steering clutch adjusters they are to the right & left of them . If this is the case you, will either see moisture or even mud because there is a drain for them in the bottom of housing .If this so clean out the housing ,fill with mineral spirts an let set for a week or so ,going by every now an then pulling back on them to free them up . I,have even left mineral sprits in them ,start the mechine up with it moving pull the steering clutches back one at a time and back and forth to free them up.When storing or letting set for a peroid of I. have cleaned out the housing ,stopped up the hole an filled them mineral spirts to keep that from happening.

If he was running this summer maybe he need just break and cluch adjustement and am still have TD9 use parts.
