Perkins oil leak

I wonder if anyone can let me know what is going on with my MF50 backhoe, with a perkins AD4-203 engine. Where the tack cable connects to the block there is a 32th dia hole direct underneath the fitting. After 15 minutes of running i have a steady weeping of engine oil from this hole.
Is this a telltale hole by design? whats it telling me?
I assume this plate is also the rear cam bearing support so i don't want to remove it without checking, i have a letter into big dean and hope he has time to answer also.

Tks again RAB: i met a JD rep and after a bit of discussion we decided it was safe to remove the plate, and it was. The seal is in the plate itself, easily replacable, when the shops open tuesday after the holiday.
somthing so simple but better to check just in case

The weep hole is there so if oil does leak past it doesn't fill the tacho head with oil.

ok that sounds good to me but another question now is oil leaking past what?
sounds like there a seal inside around the cam shaft?
do you know if this right and if so is the seal in the plate or further inside the block. I am hoping if its a seal,i can replace by removing the plate and get at it with machine assembled.
