D6D water in fuel

I'm at a loss. I keep getting water in fuel everytime it rains. Lots of it. I've replaced the fuel cap on the tank. The tank does not leak out diesel anywhere. If it did, I'd think I had a broken seam on top of tank or something. Should I try another new fuel cap? These are the locking type, so I could see where they might leak. Any Ideas?

After doing what Bob P suggest 20lbs air pressure spray the weld joints, lifting eyes, and rear light brackets with heavy soapy water. Kelly

PUT 20 LBs AIR PRESSURE ON THE TANK AND LISTEN FOR A LEAK. I would suspect the holes for installing lifting eyes or rear lights.
