TD-15 Steering problems

TD-15 BGM machine with manual shift,361 engine. Left steering works fine but the right lever pulls back to seat before turning any. Manual says if this happens to adjust the screw on top of the pivot brake. It has been tightened all the way to bottom.I removed the rear inspection cover and the push rods for the steering brakes are moving but nothing happens till the last inch or so of travel on the hand lever. It will turn and the pivot brakes do lock it up. Foot brake works but does not have the free travel that book recommends. Is something worn out or just out of adjustment? I have the manual that gives the major adjustment procedure. Is it time for this?
First time owner here and I need HELP. Trying to get machine in decent condition before taking it to a farm I own out in the boonies.
