Dresser 125G Hydraulic Filter

I've recently bought a 1989 Dresser 125G track loader to do some land clearing, it's in great shape, low hours and all, and I've been changing all the fluids and filters in the course of getting it ready to go to work.

One problem: The filter in the hydraulic tank is part of an assembly which is evidently supposed to lift out so the filter element can be changed. When I remove the bolts around the filler and try to lift it out, it seems to hang up on something after lifting it about 1/2". It will turn about 1/3 of a revolution, but won't lift out. I've applied some pressure to it thinking it might be an o-ring that needs to clear, but whatever is causing the hangup seems to be under the filter assembly, submerged in hydraulic oil. The shop manual doesn't show the construction of the inside of the tank, and implies that the assembly should simply lift out for filter maintenance.

Anyone know what's going on in there? The next step is to drain the tank to try and see or feel what's causing the problem... Thanks for any information!
