I took the range change top cover off today to have a look inside for something that might be obviously broken. I did not see anything that looked broken. I posted a couple photos of what I saw. The only thing I noticed was that when I took my hand and spun the beveled gear between the two clutch packs (I think the reverse one), it spun freely 360 degrees. If I tried to spin the other two, they would just rock a bit. Is there a key in there that could be sheared off?

You will have to disassemble the HLR transmission in order to physically see the clutch discs. The shaft will have to be pressed from the clutchpacks , then the clutchpacks will have to be disassembled to lay out all the clutch plates and discs..A lot of people use a shop press to compress the spring on the clutchpacks..I made one from a piece of 1/4" plate and a 1/2" all thread..Next , I made up a " pusher" from a 3" long section of driveshaft tubing with a cutout large enough to remove the snapring ,then release the spring tension.. Special attention should be payed to the manifold and sealing rings at the rear of the mainshaft..These are known to wear and cause oil routing problems..But this should show a loss of pressure in certain ranges..

I didn't say this before , but those " bevel" gears between the clutchpacks are on oil lubed bushings..They will spin till they get oil pressure and engage...If this machine has no reverse , but shows oil pressure when you shift to reverse , I'll put my money on the internal teeth on the clutch discs bring stripped out from long use..Years of use and abuse will wear the internal teeth out till finally the teeth strip completely out..This causes a loss of a gear while maintaining oil pressure on your gauge that you have screwed into the manifold..

So the 'bevel' gear will aways spin freely until the valve applies oil pressure to it, correct? Will I be able to see if the internal teeth are worn and/or gone? Can the clutch pack be rebuilt or will I have to buy new? How can I check the other two clutch packs incase they need work before I put it all back together?

Those 2 countershafts connect the power flow from clutchpacks to main shaft..If you turn the clutchpacks so you can view the plates and discs thru the slots, then try to turn the countershafts , you will notice the discs turning between the steel plates..The only way it will lock-up and grab is to put oil pressure to the selected clutchpack..

Those clutchpacks are all keyed to the main shaft..You're saying you can spin a clutchpack on the mainshaft without the mainshaft spinning ? Yes , there is a key missing or sheared off..That's supposed to be a pressed fit..The mainshaft and clutchpack is junk..The pressed fit makes for a solid fluid connection..The ports in the mainshaft are drilled as are the ports in the clutchpack hub so there is a continuation of the fluid path to apply oil pressure to the clutchpack piston..

This gear spins 360 deg freely no matter what range the shifter is in.

When I twist the clutchpack with my hand it rocks a little and moves the mainshaft. So I think that is ok. What I am concerned with is the beveled gear on the mainshaft inbetween the two clutch packs. I can spin that 360deg without the mainshaft spinning.
