3-71 Detroit Diesel problem

I've got a Michigan 75 A with a Detroit diesel that won't shut down.
The lever the next to the throttle lever that I believe would shut the machine down does nothing.
I have to use the emergency shut down on the blower.There was no cable hooked up to this lever when I got the machine.
Any ideas?

cable is out of adjustment or the buffer screw on the governer is turned in to far.
it's the screw with a locknut on the side of the housing. try backing it out a little, it may help but you really should have the fuel rack an gov. adjustments checked out, using the emergency shutoff can suck oil into the engine through the blower seals... things get real exciting then.

i backed the idle down so the engines just lopes, and still no shut down. The engines runs excellent otherwise.
