Turning a fixed blade fan will not alter the direction of the air flow but it will alter the efficiency if the blades are slightly concave as most fans are,if your fan blows out the concave side of the blades should face the rad,if it sucks in they should face the engine,first check for any air bubbles in the coolant when the engine is hot and on low idle,if there are bubbles it would point to compression leaking into the coolant,ie head gasket crack etc,sometimes rads can be blocked with fine dust that cannot be seen,I use a road compressor to blow them out,don"t overlook the inside of the rad it can get clogged up too,if you are near a water hose it might help to backflush it,if you got a heater take the hose off that is near the thermostat and block it,connect a water hose to the nipple,remove the rad cap,turn on the water supply and let it flush away,the thermostat will stop the water from going into the top of the rad and it will be forced through the bottom hose and out the top,when it come clear try it again,don"t overlook the thermostat either.
