AC HD 5 Steering?

I just got an AC HD 5. It runs great and has a good clutch, etc. The guys said it has new steering clutches, but hasn't been used much.
If I pull forward and back up a couple of times the steering will work sometimes. Does the steering require using the foot brake with the steering lever? Also what will it take to correct this steering issue? Thanks in advance for any help.

Use to have a 5, would occasionaly when going up a grade, would pull both clutch levers back and let the machine come to a stand still just to let the clutches spin and wipe any rust off the steel disks. Make sure the plugs are in the bottom clutch housing to keep dirt and water out. This is especially important if you go into creeks with water. Ocassionaly open them to drain any possible condensation build up. The steel disks dont like rust and the fiber ones will swell when wet. Bob Ohio

Steering laterals release steering lock for that side, yes the brakes steers it, and stops it too.
Nice little crawlers.

You need to use the break foot in same time stering cluch.
