The clutches do lock up when engaged but not the torque,have you a manual if so look up and do the TC/shuttle stall test,the most common thing that happens to the shuttle is that forward drive is lost,that can happen sudden due to a belelville spring breaking causing the squeeze on the forward clutch pack to be released even though a pressure test could indicate good pressure,the second thing is the charge pump worn,if the f/clutch pack was worn you would have smelt it in the oil and the remains of it would be in the strainer/filter,the temperature would have been high, you would have smelt the hot oil, when using the machine is it pushing ok,the pressure is a bit low at 100psi but I think you expect the chipper to stall the engine,that will not happen,not if you fit a new torque and shuttle,the most that will happen when the chipper jams is a drop in the engine RPM,seldom the TC fails but they can and most times you would hear it,if you have a good reverse the problem is the forward clutch,do the stall test and come back,put the engine on full throttle in neutral and take an RPM reading,go to idle put the transmission in fourth gear,shuttle in forward,brakes on and hold the machine,increase speed gently to full throttle and take a reading of the RPM,go to idle and put the shuttle in reverse and repeat above, compare the readings and see if they are within the specs in the manual,its a nice looking unit that are you after buying it as it looks very clean and square,if you had the chipper on a manual drive machine it could stall the engine or break something in the drive line when it jams,Go to the link below to see what is inside a torque,its an auto one but very similar to what in your machine.
