450 steering problem

the right side brake seemed to be tight at times then would work just fine. some times when I stop it would roll when it should, other times it would come to a hault like the brake was set. It worked right for a couple of hours then when I was backing up the right side slowly stop pulling the just started acting like the clutch was slipping. now I don,t know if the steering brake has tighten up or the clutch is slipping. what is the easiest way to find out

this is a JD 450-c. the right side acts like clutch is slipping. I put the blade in the ground and left side spins. when i pull left handle back dozer does nothing, no noises or anything, then when i let go of handle it still doesn't try to move until i pull on the right handle then the left side goes back to spinning. I hope it just needs some adjusting.
