The parts book lists and optional third gear for 7 MPH speed. See my reply to Dick Davis below.

According to my manual, the C goes 5 MPH in third with 9X36 tires. Going to 11X38 tires will only give you about 10 percent more or about 5.5 MPH. Seems hardly worth the effort and expense.

"Hardly worth the effort or expense?" Gee Haas, very little, if anything, we talk about here survives that rational.

Well guess that's true. I see the C parts book lists an optional 30 tooth third gear (in place of the normal 35 tooth) for 7 MPH speed. If you could find one of those gear sets, that would make a difference. You also have to have a new sliding gear for third and 4th speed with 31 and 37 teeth instead of the normal 26 and 37. Changing the transmission would make more since that the tires and wheels and probably would not cost any more.

Thanks Haas and Dick Davis.I just got in the house.Thank you for your information.I thought maybe taller tires would make a difference but I see what your saying.I never knew they had a 7 mph 3rd gear.I'll keep my eyes and hears open, maybe I'll get lucky and find this set up some where. Thanks again.

I rake with a C in 4th gear, throttled back. This is with a side delivery rake.

The IH part number for the 7 MPH gearset is 359 977 R91. It consists of two gears, part number 359 978 R1 (The 30 tooth third gear) and part no. 359 979 R1 (the 31 and 37 tooth sliding gear). If you are serious, you might try the Case/IH dealer. They might still have one in the warehouse.
