I'm guessing that you want to degrease the block?
What I've used is TSP (trisodium phosphate) in hot water or through a pressure washer. Works fairly well but not as good as a solvent. I think soda ash is sodium hydroxide also known as lye. This is commonly used in drain cleaners. I prefer TSP because its cheap. I wouldn't put this into a septic system.

Soda Ash is sodium carbonate, not sodium hydroxide or lye. Lye/sodium hydroxide is a much stronger caustic than is soda ash. Soda ash is commonly used to increase the ph in swimming pools. It is available anywhere swimming pool chemicals are sold, usually called "ph+" or "ph up"

Soda ash is mostly sodium carbonate, but don't get careless with it. At the concentrations you would use it at, it will burn you badly. It is especially bad to get in your eyes, and can EASILY blind you. It would be a really expensive tractor if it cost your eyes.

Yes, you are correct, soda ash requires care in handling. Will cause skin burns if not washed off immediately. Serious if you get it in your eyes!!
