I have a 53 Super H and when I try adjusting the carb,It smokes at an idle,
and seems to run good, but when I adj.
it so it doesnt smoke,it has little power
and want's to backfire? Also is there a
12 v. starter available for my H?

Before you mess much with the carburetor, make sure your ignition system is in good shape: correct plugs (Champion D-21 or equiv. recommended), plugs clean and properly gapped, solid copper wires, fresh points and condenser, points set correctly etc. Then check and correct the ignition timing if req'd.

If the problem persists, then the setting on the carb power screw is too lean - turn CCW to make it more rich. If the problem STILL persists then it's time to clean out and rebuild the carb.

Like the other post says, your 6 volt starter will work fine and live long on 12 volts.

You don't need a 12 volt starter the 6 volt starter will last forever using a 12 volt battery,under normal use.
