2 point hitch for a IHC 400

I have restored a 1956 IH 400 and install a later styled 2 point IH hitch. My problem is that it will only lower down to the standard drawbar height. In the up position it is to high for any practical use. We had a 560 way back when and I remember that the hitch would go clear down to the ground so we could pickup a wagon tongue and raise it. Any ideas or suggestions of something I can do or check?

Bill, Two things to check...is the hydro ram retracting all the way (in the down position)? and which position is the traction control in up or down? With it in the down position, the drawbar/hitch assembly will be slanted down in front. With it in the up posit. the hitch will be more level to the ground.//FB
